"Focus on Central Asia: Kazakhstan, the OSCE, and the crisis in Kyrgyzstan"
On 31st of May, at the Finnish Parliament Old Auditorium, STETE held Central Asia conference.
Overview and Summary of the conference:
Today Central Asia comprises five independent republics: Kazakhstan,
Kyrgyzstan, Uzbekistan, Turkmenistan and Tajikistan. The region as a
whole and every country in particular was outlined by KIMMO KILJUNEN,
MP, OSCE Parliamentary Assembly's Special Representative on Central
Asia, in his opening speech to the conference audience.
MIKKO KINNUNEN,
Finnish Ambassador to Kazakhstan and Kyrgyzstan, who next took the
floor, emphasized the importance of cooperation between Finland and
Central Asian states. He has noticed that Finland is taken as a model
in developing of the cooperation solutions and policies in the region.
In its turn, Finland is ready to share its expertise and support the
efforts aimed at development of the countries.
Speaking about Kazakhstan in particular, ALEKSEJ LEPPÄNEN,
Senior Consultant, Finpro, has stated that the country has great
opportunities for European businessmen. While the country is likely to
remain more progressive and economically stable than other Central
Asian countries, there is a growing understanding among the
international political elite that economic development should go along
with the democratic reforms.
TUULA YRJÖLÄ,
Finnish Roving Ambassador for Central Asia (Tajikistan, Turkmenistan
and Uzbekistan) has outlined the challenges faced by the countries in
the region. The key problem related to good governance (corruption,
lack of transparency and accountability) remains a major obstacle to
development. However, as Ambassador YRJÖLÄ has noticed, the
international community fairly pays a good amount of attention to the
region and works to support, among other aspects, the economic
development and integration of the countries into regional and
multi-lateral cooperation systems. Please find the presentation of TUULA YRJÖLÄ here.
KERSTIN KRONVALL,
journalist, YLE (the Finnish Broadcasting Company), focused on the
situation in Kyrgyzstan, outlining the events happened in the country
during the period from so-called “Tulip Revolution” of 2005
to the violate events in April 2010. Ms. KRONVALL gave the overview of
the “colour” revolutions in Georgia, Ukraine and
Kyrgyzstan. She also shared the details of the events which were lately
covered in the press as the inter-ethnic clashes in the south of the
Kyrgyz Republic.
MARIYA RASNER,
Country Director, Kyrgyz Republic & Deputy Regional Manager,
Central Asia Internews Network, continued on the topic and gave the
detailed presentation on the current situation in Kyrgyzstan from
inside the country through Skype connection. Ms. RASNER outlined the
differences between the “Tulip Revolution” of 2005 and
April unrest of 2010. She also emphasized the role of other countries
in the events of April 2010 and shared her vision of what should be
done by the interim government to stable the situation.
Please find the presentation of MARIYA RASNER here.
Here is the programme of

STETE organized with its partners international Nordic Forum for Security Policy 2010 FREEDOM, SECURITY AND JUSTICE - COMMON INTERESTS IN THE BALTIC SEA REGION 26.-28.4.2010 in St. Petersburg, Russia.
Please see the programme, summary and pictures in the section "The Nordic Forum".
This was the fifth time the Nordic Forum for Security Policy took place
in Russia, and the second time it was held in St. Petersburg. The venue
was selected intentionally: St. Petersburg as a stance and Russia
as an actor are undoubtedly important for development of the fruitful
cooperation on economical, security and environmental issues. The
Nordic Forum for Security Policy emphasized the importance of the
place by arranging its tenth international conference in St.
Petersburg. However, the Nordic Forum for Security Policy 2010 has its
long history of a series of the conferences previously held in other
cities like Kyiv (2008), Pskov (2006), Gdansk (2004), Murmansk (2003),
Kaliningrad (2001), and Warsaw (1998).
STETE organized the conference in close
co-operation with Konrad Adenauer Foundation, the Swedish OSCE-network,
Association for Cooperation with Nordic Countries and Center of
International and Regional Policy (CIRP). STETE thanks its partners for
their valuable assistance and warm hospitality.
