STETE organised an international seminar at the Parliament House on the situation of Roma in Europe, together with the Finnish Advisory Board on Romani Affairs (RONK). The aim of the seminar was to discuss the initiative made by the President of Finland Mrs Tarja Halonen on establishing the pan-European consultative body for Roma. The discussion about Roma issues continued on Tuesday and Wednesday at meetings of the Council of Europe’s Specialist Group on Roma/Gypsies, which took a stand on the discussion of the seminar arranged the previous day concerning establishment of an international co-operation body for Roma. A draft Recommendation of the Council of Europe on Policies towards Roma/Gypsies is prepared.
The purpose of the pan-European consultative body for Roma would be to promote the participation of the Romani populations of different European countries in the decision-making concerning themselves. The objective of the recommendations on policies towards Roma is to create a basis for the clarification of policies and practices concerning the Romani communities in the member states of the Council of Europe. Recommendations are planned to be drawn up i.a. for administrative structures, principles of action, appropriations, and Roma participation.
The material of the seminar has been edited into a booklet.
